The Committee on Chemicals and Fertilizers examines the Demands for Grants of various Departments of the Ministry of Chemicals and Fertilizers. Therefore, we first of all know the various departments that come under the Ministry of Chemicals and Fertilizers.

There are three departments under the Ministry of Chemicals and Fertilizers, whose details are as follows –
  1. Ministry of Chemicals and Fertilizers
    • Department of Fertilizers
    • Department of Chemicals and Petroleum
    • Drug Department

Committee on Chemicals And Fertilizers

The Committee on Chemicals and Fertilizers is one of the 24 Department-related Standing Committees. This committee also presents its report on the annual budget and policy matters of the ministry/department coming under its jurisdiction.

Features of the Committee on Chemicals and Fertilizers

The following are the features of the committee –
  • This is a standing committee.
  • There are a total of 31 members in the committee, out of which 21 members are from Lok Sabha and 10 members are from Rajya Sabha.
  • The members of the committee are elected by nomination from Lok Sabha and Rajya Sabha.
  • The chairman of the committee is elected from among the members of the Lok Sabha.
  • The term of the committee is one year.
  • No minister is elected as a member of the committee. If a member is appointed to the post of minister, then his place in the committee is considered vacant from the date of assuming office.

Functions of the Committee on Chemicals and Fertilizers

The committee does the following work related to the ministry/department coming under its jurisdiction –
  • Every year after the general budget, the committee considers the demands for grants related to the departments, and presents its report in the assembly.
  • To consider Bills referred to the Committee by the Speaker of the Lok Sabha or the Chairman of the Rajya Sabha and prepare reports thereon.
  • The committee considers the annual report of the Ministry and prepares its report.
  • If the National Basic Long Term Policy Document presented in the House by the Speaker of the Lok Sabha or the Chairman of the Rajya Sabha is sent for consideration and submission of its report, then the committee considers it and submits its report.

Functioning / Functioning of The Committee

The committee works in the following stages –

1. Procedure for consideration of Demands for Grants

After the discussion on the general budget in the Parliament is over, the committee considers the demands for grants of the concerned ministry/department in the said period and presents its report to the House within the stipulated time.

2. Procedure for Consideration of Bills

The Committee considers only such Bills which are referred to the Committee by the Speaker of the Lok Sabha or the Chairman of the Rajya Sabha. The committee considers the general principles and clauses of these Bills and submits reports within a specified time period.

3. Scrutiny of Annual Report

Apart from examining the demands for grants related to the annual budget, the committee can also examine other subjects coming under its jurisdiction.


4. Report and Action Summary of the Committee

After examining the related subjects, the Committee presents its comments/recommendations on them, which are verified factually by the Ministry, before the House.

5. Report on Action Taken

After submission of the report by the committee, the concerned ministry/department has to take action on the recommendations of the committee within three months of submission of the report. But we have to prepare our report.

6. Laying of Statement on the Table

In the report of the investigation of the action taken by the committee, its final answer details are kept on the floor of the House.
