Apart from the standing committees related to financial committees and departments, there are many other committees for important parliamentary work, whose work is done by the committee constituted as per the instructions of the Speaker of the House. The following committees come under other parliamentary standing committees –

Committee on Chemicals and Fertilizers

1. Committee Related to Absence of Members From the Meetings of the Sabha

  • It is a standing parliamentary committee.
  • The committee consists of 15 members, who are elected from the Lok Sabha.
  • The term of the committee is one year.
  • The members of the committee are chosen by the Speaker of the House.
  • The Committee considers the applications given for obtaining permission of absence from the meetings of the Sabha.
  • The committee also examines such cases whether any member has remained absent from the sittings of the House for 60 days without permission.

2. Business Advisory Committee

  • This is a standing committee.
  • The committee consists of 15 members, who are elected from the Lok Sabha.
  • The Speaker of the Lok Sabha is the ex-officio chairman of the committee.
  • The members of the committee are nominated by the chairman.
  • Almost all the sections of the Sabha are represented in the committee.
  • The Business Advisory Committee was constituted for the first time on 14 July 1952.
  • The meetings of the committee are usually held at the beginning of each session.
  • The Committee approves the allotment of time for discussion of such Government Legislative and other business as the Speaker, after consultation with the Leader of the House, refers to the Committee.
  • The Committee may also on its own motion approve to bring up a particular subject for discussion and may approve the allocation of time for such discussions.

3. Committee on Empowerment of Women

This committee was formed for the first time in 1997 to provide powers to women.

Features

  • This is a standing committee.
  • The committee consists of 30 members, out of which 20 members are nominated from the Lok Sabha by the Speaker of the Lok Sabha and 10 members from the Rajya Sabha are nominated by the Chairman of the Rajya Sabha.
  • The term of the committee is one year.

Work

  • The committee considers the reports presented by the National Commission for Women and gives its opinion on it.
  • The committee suggests to the Central Government what measures should be taken to improve the status/condition of women in all the areas coming under its jurisdiction.
  • To examine the measures taken by the Central Government for providing equality, dignity and proper status to women.
  • To examine the measures to be taken for comprehensive education and adequate representation of women in legislative bodies, services and other fields.
  • Preparation of reports on welfare programs for women.
  • Preparation of report on the action taken by the Central Government or Union Territories on the measures suggested by the Committee.
  • The committee also examines such matters, which it finds appropriate or such matters have been referred to the committee by the Lok Sabha or by the Rajya Sabha or by the Speaker or the Chairman.

4. Committee on General Purposes

  • The committee was constituted for the first time on 26 November 1956.
  • The Committee consists of the Speaker, the Deputy Speaker, members of the Panel of Chairmen, Chairmen of all Standing Committees of the Lok Sabha, leaders of recognized parties in the House, representatives of groups and such other persons as may be nominated by the Speaker.
  • The ex-officio Chairman of the Committee is the Speaker of the Lok Sabha.
  • The work of the committee is to advise the Speaker on such matters relating to the work of the House, which may be assigned to it by the Speaker from time to time.

5. Committee on Government Assurances

During the discussion on a bill in the House or while answering a question, assurances/promise/promise are given by the Minister regarding considering such matters, taking action or answering later.Committee on Government Assurances to fulfill such assurances. was formed.

  • The committee was first constituted in 1953, at that time it had 6 members. Thereafter, in 1954, the number of its members was increased to 15, who are elected from the Lok Sabha.
  • The term of the members of the committee is one year.
  • Members can be re-elected.
  • The members of the committee are nominated by the Speaker of the House.
  • The chairman of the committee is elected by the chairman of the assembly from among the members of the committee. If the vice-chairman is a member of the committee, then he is made the chairman of the committee.
  • No minister is elected as a member of the committee.

6. Housing Committee

  • The number of members in the committee is 12, who are elected from the Lok Sabha.
  • The members are appointed by the Speaker of the Sabha.
  • The term of the members is one year. But they are eligible for re-election.
  • The work of the committee is of consultative type.
  • The functions of the committee include considering all the questions related to the accommodation of the members of the assembly and looking after the facilities like accommodation, food and medical aid etc. and other amenities provided in the residences and hostels of the members in Delhi.

7. Joint Committee on Offices of Profit

  • The Joint Committee on Offices of Profit is constituted on a government proposal, which is adopted by the Lok Sabha and agreed to by the Rajya Sabha for the duration of the Lok Sabha.
  • The term of the committee is equal to the term of one Lok Sabha.
  • The committee consists of 15 members, out of which 10 members are elected from the Lok Sabha and 5 members are elected from the Rajya Sabha.
  • The members of the committee are elected by the single transferable vote system.
  • The main work of the committee is to examine the composition and character of various committees constituted under the Central Government and the State Government.
  • The committee also suggests which member should be disqualified under Article 102 or the member should be declared eligible.
  • The reports of the Committee are presented to the Lok Sabha and laid on the Table of the Rajya Sabha.
