In the National Flag Code, the national flag ( Tiranga ) is lowered on some special occasions, mainly on the death of an elite person. Now the question arises that, when and at which places will the flag be lowered? To which areas will it expand? Also, the declared mourning period, if any, will be extended to which areas? We will find the answer to all these questions in Section XI ( Lowering of Flag ) of Part-III of the National Flag Code, which are as follows –

On The Death Of Elite People
On the day of death of the following elite persons, the national flag is lowered at the places mentioned in front of their names –

Other Provisions For The Lowering Of The National Flag ( Tiranga )
- If the information of the death of an elite person is received in the afternoon, then the flags will be lowered at the above places on the second day also, provided the funeral is not done before sunrise on that day.
- On the day of the funeral of the elite person, at the place where the funeral is to be done. There the flag will be lowered.
- If there is a state mourning on the death of an elite person, then the flags will be lowered throughout the mourning period.
- Special instructions will be issued by the Ministry of Home Affairs regarding the raising of flags and observing state mourning on the death of foreign dignitaries.
- If the death of an elite person and the national day / festival / week and foundation day of the states fall together, then only the building where the dead body is kept, will have the flag lowered. Apart from this, the flag will be hoisted high at other places. Also, as soon as the dead body rises from that building, the flag will be hoisted high on that building as well.
- If mourning is celebrated as a parade or procession carrying a flag, then two ensigns of black cloth (crepe) will be fixed on the front of the spear, which will automatically hang down. Black cloth will be used only with the permission of the government.
- When the flag is lowered, it will be flown at the same height for some time, after that it will be brought down. Apart from this, while taking down the flag in the evening after a whole day, it will be raised once again to the top, then gradually it will be lowered.
- Half-Mast of the Flag – means to bring the flag down halfway between the peak and the ‘Guy Line’ and in the absence of a ‘cow line’, the flag should be lowered to half of the pole.
- On the occasions of funerals with the honor of soldiers, the corpse or bier is covered with a flag. While doing this, the saffron side of the flag is towards the front of the corpse. The flag is not buried in the grave or burnt on the pyre.
- Flags of Indian embassies abroad can be lowered on the death of an elite person of that country, even if that day is the Indian National Day / Feast / Week or the day of gaiety. Apart from this, the flag shall not be lowered on the death of any other elite, unless it is required to do so.
